Mykola Tomenko, Deputy Chairman of The Verkhovna Rada of Ukraine, stated that the Draft Resolution "On the Holding of Extraordinary Elections of Deputies of Kyiv City Council and Kyiv Mayor" (Reg. No. 5520-1) elaborated by M.Tomenko, A.Kozhemiakin and K.Kulykov had been registered at the Parliament that day.
According to the Deputy Chairman of The Verkhovna Rada of Ukraine, this Resolution is a response to the "emergency state" in Kyiv, where "the local authorities are incapable of providing elementary safety of citizens and adequate social life".
He stressed that a month had passed since the residents and guests of the capital had been living in a dirty city without proper conditions for life and work. "Medical institutions of the city are currently devoid of minimum possibilities to help the people injured at the slippery snow-covered streets that fail to be cleaned properly", - M.Tomenko stated.
M.Tomenko also stated that the Temporary Inquiry Panel of The Verkhovna Rada of Ukraine set up to investigate the Facts of Violation of the Constitution of Ukraine and Ukrainian Laws, Adoption of Illegitimate Resolutions by the Officials of Kyiv City Council and its Executive Body reported that officials of Kyiv municipal authorities cynically neglected the legislative requirements, inflicted losses to the State and municipal budgets by the illegal actions, deprived territorial community of Kyiv of inalienable property, and disrupted the principles of State organization and local self-government.
M.Tomenko reminded of the necessity of holding elections on 30 May 2010, as previously stressed by Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine.
M.Tomenko believes that "resolution concerning situation in Kyiv shall be adopted within the current week to be able to prepare for the election process on 30 May, the day of elections to the local self-government bodies".
